What an associate or trainee tells every client before the first session, in the statute’s terms.

Five sections, five slightly different duties: an AMFT states unlicensed status, registration number, employer and the supervisor’s license type; an MFT trainee the same minus the number; an ASW, an APCC and a counselor trainee that they are unlicensed and under supervision. Registrants also owe the Notice to Clients. One statement, printed, with a delivery line.

Your status

Who you are, who employs you, who supervises you.

The name is your name as filed with the Board. The supervisor’s license type is one of the six the statute lists; the supervisor’s name is optional on the statement and required nowhere in these sections. Your registration number goes on the statement and on the Notice.

NOTICE TO CLIENTS

The rule

Five sections, and one bill that would add a line to all of them.

AMFT§4980.44(a).

“Inform each client or patient prior to performing any mental health and related services that the person is an unlicensed registered associate marriage and family therapist, provide the person’s registration number and the name of the person’s employer, and indicate whether the person is under the supervision of a licensed marriage and family therapist, licensed clinical social worker, licensed professional clinical counselor, psychologist licensed pursuant to Chapter 6.6, licensed educational psychologist, or a licensed physician and surgeon certified in psychiatry.”

MFT trainee§4980.48(a).

“A trainee shall, prior to performing any professional services, inform each client or patient that the trainee is an unlicensed marriage and family therapist trainee, provide the name of the trainee’s employer, and indicate whether the trainee is under the supervision of” one of the same six license types.

ASW§4996.18(g).

“All applicants and registrants shall inform each client or patient before performing any professional services that the applicant or registrant is unlicensed and is under the supervision of a licensed professional.”

APCC and counselor trainee§4999.46.1(b)(1); §4999.36(d).

“Inform each client, before performing any professional services, that the associate is unlicensed and under supervision.” A clinical counselor trainee “shall inform each client or patient, prior to performing any professional services, that he or she is unlicensed and under supervision.”

The Notice§4980.32, §4996.75, §4999.71.

A licensee or registrant provides the Notice to Clients in at least 12-point type before initiating psychotherapy, and since 1 July 2025 it carries the full name as filed, the registration number and type, and the expiration date; delivery is documented. Trainees are not registrants, so the Notice sections do not name them.

AB 1598Chapter 528, Statutes of 2026; from 1 January 2027.

Signed on 27 September 2026, it requires an MFT applicant or registrant (§4980.44), a social work applicant, registrant, intern or trainee (§4996.18), and a clinical counselor applicant, associate or trainee (§4999.46.1) to add the name of their employer or volunteer entity to the unlicensed-and-supervised disclosure, from 1 January 2027. The statement here carries the employer for every status.
