Bay Area · counting the hours · data read 13 August 2026
Who can lawfully bank a Bay Area associate’s hours.
The employers a registered associate can count the 3,000 with, across the nine-county core plus Santa Cruz: 10 county behavioral health plans, 42 health-center organizations and 329 nonprofit clinical agencies — every one named, every link checked. And one warning before any of it: the single largest category of Bay Area associate employers is not on this page, because no public dataset can name it.
The missing category →Read this first — the category that is missing
The tables are complete. The market is bigger than the tables.Group private practices employ a large share of Bay Area associates, and there is no public register of them. The Board’s licensee file lists people, not employers. Business registration does not record what a practice does. Commercial directory sites are paid listings with their own incentives, and are not a source this site will republish. So the tables below cover the county, safety-net and nonprofit employers completely, and the private sector not at all — a directory that looked complete while missing its biggest category would teach you the wrong shape of the market.
The private-practice route is real once your registration is issued, and the honest way in is through people rather than files: the supervisor directories on the supervisor page are the closest thing to a list of practices that supervise, and the getting-hired page explains which settings can bill for a pre-licensed clinician at all — which is the fact that decides who replies to your application.
The large employer tables below describe what an organization is. A separate, dated posting table follows this warning; it is the only section allowed to describe work visible this month.

The statute, in four rows
What decides whether an employer can bank your hours.
| The rule | Where it is written | What it means here |
|---|---|---|
| An associate works as an employee or a volunteer, never as an independent contractor | BPC §4980.43.3(a) | A 1099 offer is an offer of hours the Board will not count — at any setting on or off this page |
| Private practices and professional corporations are open to you only once the registration is issued | BPC §4980.43.3(b) | Working the gap between degree and number is a community-setting game; the private sector starts on day one of the registration, not before |
| You may not pay your own supervisor into existence | BPC §4980.43.4(b) | In a private practice the supervisor must be employed by, contracted by, or an owner of your employer — privately retained supervision does not count, and the supervisor page walks the trap |
| Each employer’s Live Scan starts that employer’s clock | the 90-day rule | If you are still pre-registration, hours at each workplace count only from the date on that workplace’s processed Live Scan form — prints do not travel between employers |
Universe one · the public system
The ten county plans — the employers that hire associates in volume.
County behavioral health runs Medi-Cal specialty mental health, staffs it substantially with pre-licensed clinicians, and publishes real salary ranges. Applications go through the county job portals; published pay is ranked on the county pay page, and the Bay Area’s own numbers are broken out on the associate pay page.
| County | What it is |
|---|---|
| Alameda, and the City of Berkeley | county behavioral health plan |
| Contra Costa | county behavioral health plan |
| Marin | county behavioral health plan |
| Napa | county behavioral health plan |
| San Francisco | county behavioral health plan |
| San Mateo | county behavioral health plan |
| Santa Clara | county behavioral health plan |
| Santa Cruz | county behavioral health plan |
| Solano | county behavioral health plan |
| Sonoma | county behavioral health plan |
Universe two · the federal file
The 42 health-center organizations — where the hours can pay twice.
Federally designated health centers are both associate employers and the one enumerable category of Medi-Cal safety-net setting — the kind of workplace where an MBH-SLRP obligation can be completed. What that is worth, and to whom, is on the loan-forgiveness page. A row without a link means the address in the federal file did not answer when checked, not that the organization has no website.
Universe three · the long list
The 329 nonprofit clinical organizations.
Every active IRS-registered nonprofit in the core counties and Santa Cruz whose activity code is clinical mental health. The code is self-reported — treat a row as a lead to check, not a certification. Size is reported revenue; an organization reporting none is usually small or newly filed rather than inactive. The 24 largest carry links that were fetched before publication; the rest publish unlinked rather than guessed. A further 156 substance-use treatment organizations are a real clinical system too, and are deliberately not mixed into this table.

From the IRS Exempt Organizations master file, California extract, NTEE F30–F79 and F99, mapped to county through the Census ZCTA relationship file. Read 13 August 2026. The same universe serves the trainee directory; for an associate every row is open, for a trainee the private-practice rows of the market never were.
The category the files cannot reach
If you want the private-practice route anyway.
W-2 employment or volunteering, never a 1099; the practice bills for your work under its clinicians, and your supervisor is employed by, contracted by, or an owner of the practice. Any other shape means the weeks do not count, however good the offer sounds.
The nine chapter and association directories on the supervisor page are lists of people who supervise — which makes them the nearest public thing to a list of practices that hold associates.
The getting-hired page explains which settings can actually bill for a pre-licensed clinician — the single fact behind most unanswered applications.
The 90-day rule decides whether they exist. Two documents settle it: the Board’s receipt of your application, and each employer’s processed Live Scan form.

This page lists employers by category, not jobs. No organization here has told anyone it has work, group private practices cannot be listed from public data at all, and the files behind the tables change monthly. Verify the employment shape and the supervision arrangement with the employer and the statute before you act. Nothing here is legal or career advice.
